The Coalition Against Phantom Trading (CAPT) is an emerging national advocacy organization working to eliminate this illegal practice that threatens the livelihood of employees and shareholders at thousands of companies. CAPT's mission is to inform policymakers of the existence and extent of the phantom trading problem; while working to put pressure on regulatory authorities to take steps to stop this harmful practice.
Phantom trading manipulates the marketplace, harming millions of investors and the American economy. Phantom traders initiate a wave of illegal short selling of a stock they target. While it is legal to sell a stock "short" (borrowing a stock from someone who owns it, sell it, and hope to replace it - buy it back - at a lower price), these abusive traders sell stocks without owning, borrowing or even locating them thus initiating phantom transactions, and flooding the market with phony sell orders with the intent of driving down the stock's price.
Harvey Pitt, the former Chairman of the Securities and Exchange Commission, is an outspoken critic of this practice and has called for needed reforms. CAPT is pleased that Chairman Pitt has agreed to talk about the subject of phantom trading at a luncheon on November 16th at 12 PM at The Maylflower Hotel in Washington, D.C.
